You can continue using the mswish alias for suggestions for Windows and other non-Office applications. In the future, you'll be able to make suggestions using the web community interface.
Do you have an Outlook feature you'd like to suggest to Microsoft? Send an e-mail to mswish@microsoft.com and copy outwish@microsoft.com. Suggestions made to the mswish alias go into a database to be tracked and compiled while the ones to outwish go directly to the Outlook product team.
Use mswish@microsoft.com to make suggestions (or complain) about any Microsoft product. However, don't just say "I wish this program did.... ". Take the time to explain the problem you want to solve and include an example of how your suggestion solves it. The better business case you make, the better the chance that Microsoft will consider making changes or adding features.
For example, one popular wish is newsgroups in Outlook. But just asking for newsgroup support isn't enough, Microsoft needs to know why you think it's important to have newsgroups in Outlook and what problems it would solve.
