If you are having problems with Outlook’s appointment times after daylight
time changes, make sure you have the newest time zone definitions for your
operating system and use the Outlook appointment mover tool to adjust the
time zones on the appointments.

Outlook 2007 has an early version of this tool but you should use the
download version (it was removed from Outlook 2007 SP2). You can use
this tool if you move to a new time zone for an extended period of time (we
don't recommend using this when you'll be returning to your home time zone
'soon'.)
Please note that the Outlook tool needs to be installed and then run (a shortcut is on the Start menu) to work. It is not an update that works magic just by being installed. Also note that there is a similar tool for Exchange server which the administrator can run on all mailboxes at once so users won't need to use the Outlook version.
