I'm getting queries from users who have Outlook.com accounts syncing to Outlook with the Outlook Connector or Outlook 2013. They have Facebook and other contacts linked to the account online but these contacts don't sync down to Outlook.
In Outlook.com's People, I linked my Gmail, Twitter, Facebook and LinkedIn contacts. I don't have any Outlook.com contacts, only the linked contacts. None of the Outlook.com People are syncing to Outlook. Is there any reason why these linked People will not sync with Outlook?
This is normal behavior. Linked contacts are linked to the account online only, not copied and stored in your Outlook.com account. Because they are not stored in the account, they can't be synced to Outlook. You can set up the social connector in Outlook and sign into LinkedIn and Facebook. Gmail and twitter accounts will need sync apps. See Gmail sync utilities.
If you need the contacts stored in Outlook.com and synced ot outlook, you'll need to remove the link and import the contacts to outlook.com.
In the screenshot, I have a Twitter account linked to my outlook.com account and could link Google, Facebook, or LinkedIn accounts.
