Several users have discovered that when they use the File, Send as Attachment command in another application, only the attachment is sent, not the message body they typed in.
Others may notice that when they begin to compose a message then save it to drafts, when the user reopens and edits it, then immediately sends it, the original version in drafts may be sent, not the edited version.
Under certain circumstances, Outlook sends the copy it has saved in the Drafts folder, not the version you are working on.
This problem has affected several Outlook versions off and on, over the years. Working slower, so autosave has time to kick in, will prevent problems but if that is not an option, make sure you have the latest updates for your version of Office installed and if the problem continues, hit Save before sending the message. Saving before sending updates the draft copy to the latest version, insuring that Outlook gets the right version.
To avoid problems, after editing a draft message, save it, then send.
