Yes, use Outlook's two time zone feature, which allows you to show two zones in the time scale of the day planner view. Turn it on from Tools, Options, Calendar Options, Time Zone or right click on time scale in One Day view and choose Change time zone.
Now, you can either use the German time column when setting up the appointments or swap zones before you add the appointments then swap back
