One of Outlook's troubleshooting options is logging send/receive. While it's a great help when you have problems sending and receiving, it should only be enabled when you have problems as it can cause Outlook to crash, especially if you use IMAP accounts. Tip 112: Restoring the Office Toolbar

When you upgrade to Office 2003, the Office toolbar is removed from your computer and Office 2003 doesn't include a newer version. If you use the Office toolbar you can reinstall it.
