Outlook Attachments are Slow to Open

I have a new Windows 8.1 computer. When I try to open a spreadsheet that is attached to an email, it takes 5-8 minutes for Excel to open the file. I often connect my laptop to the internet using my phone as a hotspot. Outlook recognizes that the network is a metered network and asks if I want to connect to the network.
