If you ever tried to print just page 2 of a 4 page message, you discovered Outlook's printing capabilities leave much to be desired.
The only way to print part of a message is to print it to a document or image file printer and if you have Fax listed under printers, you have the file printer. Along with Fax, other image printers are Microsoft Office Document Image Writer, which is included with Outlook 2002/2003, and PDF or SnagIt printers will work as well.
Select a file printer driver to print to and after the file is created, print the selected pages from the application. If you are printing to Windows Fax driver, make up a fax number (ie, 2345556666) and work your way through the wizard. When you get to the last page, choose the preview fax option and print from the image viewer application associated with the TIF file format.

You can't avoid memo style (except in Outlook 2003 and older with Word as the editor, hit Forward then print to use Word. Email only obviously.)
Not sure what you mean about page by page - My best guess is that you mean select some pages. This is available in Outlook 2007 and above but not in older versions using Outlook's native printer. If you print HTML mail or use the forward trick, you'll use IE or Word's print engines.
