Are you confused by the Outlook Address book and Contacts folder?
Think first of the address book in your mother's desk drawer. She has some addresses written on pages in the book, with scraps of paper or envelopes slipped between pages providing more addresses.
Now apply that analogy to Outlook's address book. Both address book's hold many addresses from many sources. The Contacts folder, Global Address book (Exchange only), and other address lists are the pages and envelope scraps containing addresses, the Outlook Address Book is the container that holds everything together.
Note that the Outlook Address Book displays only electronic addresses (email addresses and fax numbers). Use Find a Contact command or open the Contacts folder to see contacts that don't have electronic addresses.

As Meri says, I am also having the same issue only going from MS Outlook 2003 to Ms Outlook 2007. No contact showing when I press the To: like they did in 2003, Had a lot of blanks got rid of them and still not showing. When I press the Contact list yes they are there but not showing when wanting the email addresses..... ???? Have not found a good explanation for the why of this happening.....??????

If you have Contacts in the Contacts folder but they are not accessible when you click on the To button, check these settings: Make sure the Contact folder is enabled as an email address book. Right click the Contacts folder, choose Properties then Outlook Address Book. Is the box to enable as email address book is checked? I have gone from an old computer with OS Windows XP and MS Outlook 2003 to a new computer with OS Windows 7 and MS Outlook 2010. After working out a few bugs, I still cannot get my Contacts to show up in my Outlook 2010 Address Book! It is most frustrating, as you can imagine!

I'm trying to export my contacts from Outlook 2010 64-bit to a CSV file. This works fine. Now, I want to use the Import feature of Windows Live Mail to import this saved CSV file to my wife's laptop Hotmail account. My desktop with Outlook 2010 is running Windows 7 Ultimate, and my wife's laptop with Winows Home Premium is the one with the Hotmail account. How large is the CSV? You might want to try splitting it into 3 or 4 files. Or, if its over 1000 names, you hit the limit of Hotmail online. You'll need to import it into a local address book.
Unless... the imported items are random. Then the above does not apply. I'd look at the CSV in notepad and see if the missing items look "different" than the ones that do import.
